This was worked out over a few beers in the dorm room. It allows for a very simple yes or no answer to the question "Did you have sex?" Otherwise you have get into long, nuanced discussions - about what is "sex" and what counts, blah blah blah... My girlfriend in highschool was similar to Karen's high school boyfriend. We had passionately sexual relationship, but as long as we never "did it" everything else was fair game. I'm not sure why you're singling out the Silver Ring Thing, but I think all sex ed programs should point out the little detail that sex is sex.
